Two counties, two permit offices
Englewood straddles the Charlotte County and Sarasota County line. Seawall permits go through the county your parcel is in, and the requirements and review times are not identical.
When you call, have your address ready so the contractor can confirm the jurisdiction up front. On the Charlotte County side, the residential seawall permit requires signed and sealed drawings and a licensed contractor or qualifying owner-builder.
